New UK Passport Rule Leaves Teen Stranded in Rome

A British teenager was unable to return home from Italy for more than a month after new UK travel rules for dual nationals left her without valid documents to board a flight. The case has drawn attention to changes introduced earlier this year, which require British citizens with dual nationality to use specific documents when travelling back to the UK.

Documents Dual British Citizens Now Need

  • Rule applies since: 25 February 2026
  • Who is affected: British citizens who also hold another nationality
  • Accepted for UK travel: A valid British or Irish passport
  • Alternative: A foreign passport with a Certificate of Entitlement proving the holder’s right of abode in the UK
  • Certificate application fee: £589
  • Without accepted proof: The airline may delay or refuse boarding
  • Emergency document: Available only in qualifying circumstances and assessed individually

The teenager had travelled to Italy to visit her grandmother but was stopped at the airport on her return journey because she had no valid British passport. Her school and local MP later contacted the authorities, and she eventually received an Emergency Travel Document after missing six weeks of school. The Home Office said her British passport was issued eight days after the required information and checks were completed.

Other families have faced similar refusals, including British children travelling on Danish passports. Dual nationals should check every family member’s citizenship and documents before leaving the UK rather than relying on the passport previously used for European trips. Emergency Travel Documents are not a dependable substitute: people without a recent British passport may qualify only for urgent and exceptional travel, and each application is considered separately.

The change matters most to families whose children inherited British citizenship but have never held British passports. A foreign passport may be sufficient to enter the holiday destination but not to board the return flight to Britain. Applying before departure is safer than trying to prove citizenship overseas, where missed flights, extra accommodation and long waits for documents can quickly turn a routine family visit into a prolonged disruption.
