Montenegro Tightens Entry Rules for Five Nationalities
Holidaymakers heading to Montenegro in November may need a visa they did not have to arrange before. From 1 November 2026, holders of ordinary passports issued by Türkiye, Russia, Belarus, China and Saudi Arabia will face new entry requirements. A separate Montenegrin visa is required unless an exemption applies. Air Montenegro says travellers without the correct papers may be refused boarding.
The new rules do not force existing visitors to go home on 1 November. Anyone who entered Montenegro legally by 23:59 on 31 October may stay visa-free for up to 30 days, subject to the conditions of their visit. A brief trip abroad could change things, though. Re-entry after 1 November requires a visa or a recognised exemption, even for someone who was already holidaying in Montenegro.
Who Can Still Enter Without a Montenegrin Visa
- Start: 1 November 2026.
- Affected: Ordinary passports of five countries listed above.
- Accepted visas: Schengen, US, UK, Ireland, Australia, Japan, Canada, New Zealand.
- Residence permits: From the same countries or Schengen states.
- Limit: 30 days, or until document expiry if sooner.
- Other exemptions: Approved Montenegrin residence permits; eligible Hong Kong/Macao documents (90 days); certain special passports.
A visa application cannot be made after arrival in Montenegro. The foreign ministry directs applicants to Montenegrin consulates or VFS Global centres where available, including Türkiye, Russia and Belarus. Applying at a consulate costs €35; VFS fees are extra. Short-stay applications must be lodged at least 15 days before departure, while long-stay applications require 60 days. Processing usually takes ten days but can take longer.
A Russian visitor holding a valid Spanish residence permit may still enter without a separate Montenegrin visa for up to 30 days, provided the permit remains valid. A receipt for a Montenegrin residence application is different: it does not authorise re-entry. That distinction matters for anyone making a quick trip across the border. Check the actual document, not just its application status, before travelling.
