Mexico Unrest Disrupts Flights: What Your Rights Look Like

Violence broke out in parts of Mexico earlier this week after the killing of a cartel figure, affecting travel in destinations such as Puerto Vallarta and Guadalajara. On Sunday 22 February, all international flights were cancelled out of Puerto Vallarta, leaving visitors stranded. Although authorities say the situation has since stabilised, some tourists are still reconsidering their plans or looking to return home early.

According to InsureMyTrip CEO Suzanne Morrow, incidents of this kind are typically classified by insurers as civil unrest rather than terrorism. That distinction can influence what is covered. Most comprehensive policies treat civil unrest differently and do not automatically allow cancellation before departure unless the disruption directly prevents travel or causes a significant loss of the trip.

What may be covered in disruption cases

  • Travel delay benefits for meals, hotels and transport
  • Political or security evacuation in specific circumstances
  • Emergency assistance services
  • Airline refunds under Department of Transportation rules
  • Change fee waivers offered directly by carriers

Morrow notes that leaving early out of concern alone is not usually reimbursed under standard trip interruption terms. Some policies include an optional "Interruption for Any Reason" benefit, which can repay up to 75 per cent of unused prepaid costs if it was added shortly after booking. Airports are now resuming operations, with Guadalajara reporting 96 per cent of scheduled flights running and Puerto Vallarta close behind at 95 per cent. Even so, the episode shows how quickly travel can be affected by security events. Checking official advisories before booking, understanding how insurance defines unrest, and contacting airlines first in case of disruption remain practical steps when plans are suddenly upended.
