Estonia Takes the Top Spot in 2026 Relocation Ranking

Estonia has taken first place in the 2026 Rumavi Global Relocation Index, ahead of Singapore and Malaysia. The private advisory firm assessed 192 countries and territories using 24 measures covering costs and taxation, health and living conditions, safety, and opportunities for settling. Estonia’s overall score of 72.8 was supported by strong banking infrastructure, business conditions and property rights for non-citizens.

Rumavi combines international datasets with its own expert assessments, scoring each measure out of 100. Estonia received 99 for currency and banking, 96 for business opportunities, 90 for property rights available to non-citizens and 82 for housing affordability. Portugal placed fourth overall, Lithuania sixth, Czechia ninth and Malta tenth. Separate rankings reweigh the same data for different types of movers.

People considering Estonia can compare distinctly different places before moving. Tallinn combines the country’s main business and technology scene with a historic centre, while Tartu offers a smaller university city and a noticeably slower pace. Estonia’s extensive digital public services can reduce routine paperwork, while its forests, islands and protected landscapes offer straightforward escapes beyond the country’s two largest cities.

The result may place Estonia on more relocation shortlists, but it does not replace checks on residence permits, employment, taxes and housing in a chosen city. Rumavi is a private index, not an immigration authority, and some measures rely partly on expert judgement. Estonia performs strongly across several practical categories, although its dark winters and middling general affordability remain important trade-offs.
