UK Pet Passports Could Replace Costly Travel Certificates
British pet owners could avoid paying for a new health certificate on every EU trip under plans to bring back pet passports. A draft UK–EU agreement, reported on 4 November 2026, proposes reusable documents for dogs, cats and ferrets, replacing paperwork that can cost hundreds of pounds per journey. The change would matter most to people who travel across the Channel several times a year.
The UK says negotiations are continuing ahead of the 20 November summit, with no confirmed date for the passports to start. Until then, residents of England, Scotland and Wales need an Animal Health Certificate (AHC) for each new trip to the EU. Veterinary charges vary and can exceed £200. Under April 2026 rules, having an EU-issued passport does not remove that requirement.
Pet Travel Rules That Still Apply
- Who: GB residents taking dogs, cats or ferrets to EU countries.
- Certificate: New AHC per trip; enter EU within ten days of issue.
- Health: Microchip before or with rabies vaccination; wait at least 21 days after first dose.
- Validity: AHC covers EU travel and GB return for six months, provided rabies vaccination remains valid.
- Northern Ireland: Free, reusable Pet Travel Document for NI-only visits.
One easy-to-miss April change affects families travelling with several animals: the EU limit is now five pets per private vehicle, not five per person, on ordinary non-commercial trips. Dogs visiting Ireland, Finland, Malta or Norway need tapeworm treatment 24–120 hours before arrival. The same timing applies before returning to Great Britain from most other countries, according to the official government treatment guidance.
Pet passports could remove a recurring expense for frequent visitors, but there is no reason to cancel an AHC appointment yet. For a trip this winter, check rabies vaccination dates before choosing a vet appointment, then confirm your return carrier is approved for pets. Great Britain restricts pet arrivals to approved routes, apart from specific exemptions, so not every flight or ferry will work.
