Visitors to Valencia, Spain, now face fines of up to €3,000 for spitting or urinating in public, while the city is preparing tighter controls on tourist cycling tours and noisy celebrations. Valencia’s updated street-cleaning rules took effect this summer, with police beginning enforcement in October. The cycling and party restrictions, though, remain proposals rather than rules visitors must follow today.

The cleanliness ordinance also penalises discarded cigarette ends, chewing gum and other small litter. After a public information campaign, the council began issuing fines under the new rules on 13 October. Separately, tourism officials announced on 2 November that they want to reduce the maximum size of cycling and e-scooter tour groups. The existing cap is 15 people; the proposal would lower it to ten.

Valencia's Fines and Tour Limits Explained

  • Where: Valencia city; residents and visitors alike.
  • Litter: Cigarette ends, gum or paper dropped in public; up to €1,500.
  • Spitting or urinating: €750–€3,000.
  • Cycling now: Maximum 15 per group; larger groups separate by 50 metres; groups over six need a guide.
  • Cycling proposed: Maximum ten; not yet approved.
  • Parties proposed: Disturbances €750–€1,500; sexual props up to €750.

If you have booked a guided cycling tour, ask how many riders will set off together. A group of 20 already needs dividing; the planned ten-person cap has no start date. Separate draft rules address disruptive stag and hen gatherings between 22:00 and 08:00, extending to 09:30 on Saturday nights and holiday eves. These penalties have not been brought into force, unlike the street-cleaning fines.

The fines for littering and public urination apply to anyone using Valencia’s streets, not only tourists. A discarded cigarette end is enough to risk a costly penalty on a night out. Cycling tour operators must follow the current rules while proposed changes await approval. Before booking a large group activity, ask the organiser which restrictions apply on your travel dates, rather than assuming every announced measure is law.
