EU Passenger Rights Set for 2027 Overhaul

EU passengers already have protection when flights are cancelled, trains are delayed, coaches leave early or luggage is lost during a sea journey. The exact entitlement depends on the transport type and where the trip begins or ends. Revised air-travel rules adopted in July 2026 will add clearer booking information, simpler claims and stronger help during disruption, with the changes expected to apply next summer.

What the Rules Cover and What Changes

  • Transport: Air, rail, coach and sea travel under applicable EU rules
  • Problems: Cancellations, delays, denied boarding, missed connections and lost luggage
  • First claim: Contact the company that sold the ticket
  • Escalation: National authority if the reply is late or unsatisfactory
  • Reply periods: Rail operator - one month; airline or sea carrier - two months; bus operator - three months
  • New air rules: Adopted July 2026, expected next summer
  • Changes: Clearer baggage costs, simpler claims, better rerouting and accessibility

Claims should normally begin with the company that sold the ticket, using its official complaint form. If the response is late or unsatisfactory, the case can be taken to the national authority where the incident occurred. European Consumer Centres can provide advice, while EU residents may use an Alternative Dispute Resolution body if the complaint remains unresolved after those steps.

Stronger protection for connecting journeys and rerouting should make multi-stop European trips easier to manage, especially when a flight links with rail, coach or ferry travel. Families should benefit from fee-free adjacent seating, while people with disabilities or reduced mobility are due better protection for assistance and mobility equipment. That makes complex itineraries across islands, regional cities and cross-border routes less risky when part of the journey fails.

The rules only help when passengers keep enough evidence to use them. Save boarding passes, screenshots, receipts and written messages instead of relying on an airport conversation. The revised air rules are not yet in force, so claims made this summer still follow the current system. Checking which rules apply before departure can save time later and make an airline’s first refusal much easier to challenge.
