Europe’s Beach Rules Could Cost You This Summer

European beach holidays now come with more local rules than many visitors expect. Authorities across Spain, Italy, France, Portugal, Greece and Croatia are tightening controls on reserved spaces, smoking, loud music, beach equipment and swimwear away from the sand. Breaking the rules can lead to confiscated belongings or sizeable fines, even when the behaviour would be accepted at another resort a few kilometres away.

European Beach Rules and Fines

  • Calpe, Spain: Leaving chairs, sunbeds or parasols on the beach before 9.30am to reserve a spot can lead to confiscation and a fine of up to €250.
  • La Pelosa, Sardinia, Italy: Visitors must place a mat beneath beach towels to reduce the amount of sand carried away.
  • Beaches across France: Smoking is banned on beaches bordering designated bathing waters during the season, with a standard fine of €135.
  • Beaches across Portugal: Playing portable speakers loudly can bring fines of €200–€4,000 for individuals.
  • Albufeira, Portugal: Wearing only swimwear outside designated beaches, hotel areas or pools can lead to fines of €300–€1,500.

Sardinia has introduced some of the most specific equipment rules. Punta Molentis now allows one umbrella for each family or group, positioned where attendants direct, while La Pelosa protects its sand by requiring mats beneath towels. Greece has expanded its network of protected "untouched beaches", banning commercial sunbeds, hired umbrellas and temporary structures at 251 locations. The aim is to limit pressure on fragile coastlines while keeping the shoreline open for swimming and low-impact visits.

These rules still leave plenty of room to enjoy some of Europe’s best-known coastal spots. Visitors can swim at La Pelosa, explore the coves around Villasimius, spend a day on Calpe’s beaches or combine the coast with old-town walks in Sorrento and Albufeira. The main difference is that beach days now need a little more planning, especially when moving between the sand, cafés and nearby streets.

Beach rules are increasingly local, so habits that pass unnoticed in one resort may be fined in the next. Check signs at the entrance, municipal websites and instructions from beach staff rather than relying on what was allowed during a previous holiday. A mat, lightweight cover-up and quieter speaker take little luggage space and can prevent an expensive argument before the first swim of the day.
